Yesh Biru is the founder of City Group Management and Consulting overseeing the day-to-day operations of the company. Having started his professional career at Fannie Mae in the Audit and Control Department, he has been a life-long entrepreneur, seasoned businessman, and devoted family man with over 25 years in the property management industry. Mr. Biru brings his tireless energy, drive, and commitment to everything he does, helping the company continue to operate through prosperous and challenging times by doing what it takes to maintain high integrity and customer satisfaction.

As a visionary entrepreneur, Mr. Biru has built businesses including City Parking, Venus Entertainment, City Parking, and GT Enterprises. His parking management ventures which he built from the ground up have expanded to operations in Washington, DC, Atlanta, Baltimore, Memphis, TN, and Savannah, GA. Mr. Biru is educated in Germany and the United States in Computer Science, Accounting and Finance, Art and English. Yesh knows the ups and downs of running a business and is a reliable, capable, and dedicated manager with attention to detail and a generous supporter of community development programs.

Anthony Tinkle is responsible for the overall technology and scientific leadership of City Group’s information technology (IT) consulting practice. Dr. Tinkle is a scientist and software engineer with over 33 years of leadership in software application development in computational geology, geographic information systems, and artificial intelligence. By effectively combining his talents as a professional geophysicist and IT systems architect, he has made numerous contributions in the development and testing of seismic exploration technologies for the acquisition and analysis of geological data.

Dr. Tinkle’s is a proven leader in software architecture, project management, systems integration, and scientific research. He has developed successful next-generation enterprise solutions including business intelligence, data quality management, software user experience, and signal processing.

Anthony holds a Ph.D. in Geophysics and M.S. in Oceanography, both from Texas A&M University. He is a member of the Sigma Xi Scientific Research Society and an active member of the Research Triangle, NC area technical community.

Fikirte “Fifi” Shiferaw
Senior Director, Financial Management Services

Fikirte Shiferaw, a certified public accountant (CPA), directs financial operations and manages City Group’s financial portfolio of projects and programs. Ms. Shiferaw is responsible for the control and review of accounting functions, implementation and coordination of budgets, operational accounting, audits, and tax reconciliation.

Rokas Beresniovas brings his numerous talents in performing key roles to ensure that City Group continues to be a viable, productive, and growing enterprise with firm community roots. As director of business development, Mr. Beresniovas manages a rich network of relationships and helps the company stay focused on worthwhile and important endeavors.

Mr. Beresniovas is a banker, business leader, and an active member of his community. Born in Lithuania, Mr. Beresniovas immigrated to the United States after earning a degree in marketing from Kaunas College in Kaunas Lithuania. He is a consistent high performer which has earned him numerous excellence awards from Whole Foods Market, CVS Caremark, and Bank of America. Mr. Beresniovas is currently Vice President at Eagle Bank in Washington, DC, where he continues to excel and accumulate accolades for his exceptional performance.

Rokas also serves as vice president of the Georgetown Business Association and on the Boards of Directors of the Georgetown Ministry Center, and the executive committee of the National Jewish Health Association.

Thomas Jones (“TJ”) provides guidance and leadership to ensure the grown and viability of City Group through his mastery of finance, investment funds, and risk management related to the company’s construction management and facilities operations ventures. Utilizing his vast experience in investment and real property management, both in the public and private sectors, Mr. Jones leads the company through acquisitions and provides advice and monitoring of project performance throughout the complex operations of City Group’s housing and commercial property management projects.

TJ holds an MBA from the Wharton School of the University of Pennsylvania and a B.A. in Economics from Princeton University.

Rahel Biru joined City Group soon after graduating from Yale University. As assistance director of communications, Ms. Biru is an integral member of project teams where she provides project management support and handles customer relations. Ms. Biru also has the special role of being the voice of the customer. Although she is a recent graduate, throughout her collegiate years, Ms. Biru has proven herself to be an effective and conscientious leader, manager, and organizer in both social and business enterprises. Among her many activities and achievements at Yale, Ms. Biru has managed volunteer programs, tutored elementary school students in math, and organized fundraising events.

Grum De Henseler is an expert in enterprise data management and a veteran of Wall Street. For almost 30 years, Mr. De Henseler has developed sophisticated data management systems for the investment banking, finance, and insurance industries. He has developed business intelligence and data warehousing solutions for some of the largest firms on Wall Street. In addition to his role as a data architect and software engineer, Mr. De Henseler is an experienced database designer/administrator and an effective team leader on various projects throughout his career.
